Yes I would, make winning your conference matter, then the top group of 5 team is #6, and # 7 & 8 are the next two highest rated non champion teams, no matter which conference they are in.

I get the idea, but all conferences are not created equal. The sec this year will have probably 4 teams that would've won the pac 12.
You end up punishing a team like say UGA (assuming LSU/Bama got in as conf champ and at large) just because they play in a tougher conference
