Well I cheated, I remembered that USC went winless so I looked that up and then the rankings for the SEC that year.
In the 2000s there were a lot of combined 4 and 5 win seasons for the teams at the bottom of each division. Since then most of the low ball teams still pick up 3 or 4 wins, Arkansas going 2-10 last year is a rarity.
You see some outlier seasons like the time the bottom of the East won 5 games but generally the two squads at the bottom don't dip below 4 and sometimes combine for a fairly respectable combined total.
