Man, I'm trying to understand your reasoning but it's just not happening.
You want to end cheating and level the field, but what you're really advocating for is the same result in a favorable light. If you assume Alabama is good bc they pay players more, they're still going to pay players more if it's allowed. What's the difference? It's not like UAB is all of a sudden going to be able to compete for players.
Also, California has USC, UCLA, Stanford, Cal and then some very, very, very minor programs. That's not enough schools to support any kind of coups. The NCAA can excommunicate those schools and permanently kill their athletics programs, as revenue streams, without breaking a sweat. Sure, they could continue, but who would watch an all California league? I don't know what critical mass is for the number of schools needed to pull it off, but it's far more than will ever consider this move.
If this idea was tenable, there would have been a successful alternative league that paid rising high school stars long, long ago. You needn't involve universities at all to do that.
