I'd like to hear an explanation of why you think a program undergoing a complete rebuild can be given this distinction.

Will Grier, David Sills V, Gary Jennings and Yodny Cajuste — are gone......and so is the coach.
The offense struggled vs a defense changing to a 4-2 from a 3-3 in the spring and it doesn't sound much better in preseason camp. Those guys gave 430 yds a game last year vs Big 12 opponents.
They aren't going to be good on offense.
