Will the bands be at the games? Or, will they pipe in sound?

It beats the hell out of not playing at all. If it is just about player/coaches safety couldn't they just fill the middle/upper decks at most stadiums and leave the lower bowl empty? Maybe put the lowest row at Row 50 or so? Seems like you could get much more than 20% in the stadium and still be safe.
