It's my understanding that it's only for this year. They would have to make an additional change to make it permanent. Don't know if this was just a trial, or why they decided to implement it this year.

They want to avoid forfeits and improve competitiveness of games for teams hit with injuries, opt outs, and transfers.

I'd bet it sticks.
