I just read the same article from chip towers.

I think this may be what Kirby wants. The media might be parroting a story fed to them.

What is the net result? Local players getting the idea that they better be a top 5-10 pick before being choosy about their playing time.

The reality is that the NFL doesn't care. Players are going to be drafted on what they can do for their NFL team. If that potential is equal to another player, then these may be tie-breakers. But lessor players aren't jumping better players in the draft.
