I have no idea how 247 does their rankings/points, because he's #10 in 2016 with commits from 4* Armond Davis (0.92) and 4* Braxton Key (0.9769).
Right behind him at #11 is Jeff Capel with commits from 5* Harry Giles (0.9996), 5* Frank Jackson (0.9961), and 4* Javin DeLaurier (0.9835).
That isn't an isolated case. There's coaches ranked well behind him that have much better averages every year.

I don't know if I have every seen an exact breakdown on the formula but Jeff Capel was only listed as a primary recruiter for Harry Giles. He was secondary on Frank Jackson and Javin DeLaurier. Pettway was listed as primary on both Key and Davis.
