I don't think you have a grip on the hierarchy of fast guys at the world level. Scwartz's best times when he was training sprints more for AAU events were great (among the fastest ever) for a US High School sprinter, but they wouldn't even have got him an invite to the USO team trials, there's that big a gap.

Presupposing someone training part time and not specific to his sport is going to compete well at the world level doesn't understand how high level those guys are.

The two recent SEC guys most likely to have been realistic Olympic sprinters were Tony Brown and Marlon Humphrey whom were both among the best in the world at hurdles (100m and 400m) in international junior events before college. Without dedicated training they we're still good, but fell off precipitously from where they could have been.

Anthony Schwartz posted a wind-legal 100m PR of 10.09 came at the Great Southwest Classic in Albuquerque, N.M. in June 2018 … 10.09 was nation’s fastest wind-legal high school 100m in 2018 and ranks No. 4 in US prep history.

Not invited to USO trials?
