After watching him actually play football, 4.81 must be bad technique or a small injury or something because he doesn’t look 4.81 slow to me. More like 4.65

Meh... It really looks about right. He looks like he compares extremely similarly to Holyfield stylistically, and he was a high 4.7-4.8 40 time at the combine... He could probably have 0.05 off or maybe even a full 0.1 with some effort put into his start/first few steps in general, but the timing's probably pretty accurate relative to his footage.

It just isn't the best measurement of football speed. It's a good measurement for straight line acceleration and top end cap, which matters a lot to the NFL, because they're trying to stack their rosters with elite physical talents. In college, the defenses while good in the SEC are not that physically gifted across the board, so as long as you've got good burst/cut ability you can be successful.
