The problem with the Arlington, is that you cant fix it without the city's historical society stonewalling every step of the way.

I'm not certain about what the historical society can control, other than the outside appearance of the building. My wife owned a business downtown and had to get approval for signs, paint colors, etc., but she could do whatever she wanted inside.
The Arlington is on the National Register Of Historic Places, so they have always done that. The Arlington's biggest problem has come from the City of Hot Springs Code Compliance Department. The wiring, plumbing, HVAC, crumbling walls, fricked up windows, and fire code requirements are out of compliance. The city threatened to shut it down, and is probably justified.
The current owners don't want to invest the money.
