College football is not just about the contest on the field, it is also a business decision for a school. So to answer your question I would need to know more about the two teams.

For instance, does one have leverage over another? If one team is a traditional powerhouse from a respected conference, and the other team is an upstart braggart with zero historical success and a current run built on playing garbage teams, Then I would say it wouldn’t make good business sense to negotiate with the lesser team.
