I think it's kind of bizarre that Riley is looking for clarification and that the West VA coach wanted to clarify what his players could do before the game. Seems like a stupid lack of focus to me.

No, in and of itself it's not taunting. Could be part of a taunt. Dancing isn't taunting but it could be part of a taunt.

How are people so stupid?

I would never call it, but to act like doing a sign and mocking it are the same thing is absurd. Todd Gurley mocked the UF sign a couple years ago and got a 15 yard penalty for it. I thought it was dumb, but I also wasn’t shocked a flag was thrown. If a UF player did the Gator Chomp it would never be a flag, unless they did it in the face of another player. I’m sure the same thing would go for putting the Horns up.
