No, as in the QB ran the mesh with the RB down the line then threw to a WR outside as his OL was clearly down the field.

Referees weren't used to it, didn't know what to do and basically decided to allow it until the next few seasons when it was brought up repeatedly.

There were certainly several that were thrown down the field, but their bread and butter was the mesh play with the WR running a bubble screen to keep the DB towards the boundary.

BTW, the second play in that video is an excellent example of what you are talking about. Half the OL was 10 yards down the field.
