It's the same word regardless whether it's pronounced with an "a" or an "er" at the end. If a white guy calls a black guy that word changing the pronunciation away from "er" would not make the slur acceptable.
Social rules don't always make perfect sense. Blacks can say it no matter the pronunciation. Whites can't say it at all but, in literary works, the word is available to all.
