Perhaps. But Wiltfong regularly makes CB picks relatively early and then just changes them when it starts looking like they're wrong. He's also been called out for it and has admittted that he often does it that way. Even so, some mods still blindly follow suit when he makes early CB picks.

I'm not saying Wiltfong doesn't have any good intel about Webb. Other sources I do have faith in have said UGA is indeed a legit contender for Webb and that Clemson and Auburn are as well.

Are you saying his CB to Alabama looks like it is wrong?

Alabama/Georgia battle. As others have said, most of us believe he will choose Alabama, but we are hoping.
