Any list that has Lincoln Riley that high is garbage.
The dude took over a program that was coming off two consecutive Top 5 finishes. It's not like he had to rebuild anything. He went 12-2, made the Playoff by lost in the Semifinals. If he does that two or three years in a row, sure put him on that 2nd tier..... but seems a bit premature.
