And since the 60's? What has government done? I mean, I think we all realize and agree that some changes needed to be made at a certain point in history. However, like Unions, the time has passed. Many of the programs get in the way and have to come up with stuff to justify their existence.
We still have a way to go, no doubt. But many of the programs have run their course. Every example you have given were implemented in the 60's and/or 70's. The seat belt law in the form of the federal government was put into effect in 1968, and enforcement by the states (in Georgia, at least) in 1988. In other words the most recent of your example was 30 years ago and most were 50 years ago or so.

Affirmative Action, for example.
It has been in place for over 30 years now, that's a generation.
It was designed to level the playing field, and have a workforce that reflected the population proportionately, based on race. For federal government and federal contractors, that has now been done.
The idea was that this would get more blacks out of institutional cyclical poverty, and their children would grow up with the same middle class values and opportunities as everything else.
It's been 30 years.
Option A: The experiment worked, great job, time to go back to merit based employment and end AA.
Option B: The experiment didn't work, time to go back to merit based employment and end AA.
I have other examples. I bet you can think of some too.
