Actually after going back to look. 2015 we reached limit with 3 counting back to 2014. Signed 23 in 2016. Meaning when we signed 25 in last years class if we back counted 2, then that left us with 23 for last year meaning we can back count 2 this year. So technically we can sign 27 this year.

Don't believe this is true, but it has been a while since I went back through some of the previous classes. Will take a stab at it later.
