Most of the problems happened in the 60's,70's and 80's, but it still has legs now. That's not why Mizzou has an identity problem. It all starts with PR. We are the only major university in the state and we can't sell our program.
I'm living in Cali now and here in LA it's all about USC and UCLA. They get more love than the Rams in my opinion even though the PR for the Rams is big time. Even though the population here is a zillion times that of St. Louis and KC put together it's still a majority Latina(Mexican) populace.
All I talk about with people here is Mizzou and they say I"m sorry that you guys haven't won anything and people don't even come to your games, but at least I had them following Mizzou when they won those 2 conference titles in the SEC in football.

That's not to say all of Boone County is racist but I'd bet a majority of the confederate flags you see flying on pick up trucks in the area have no connection to the University.
