Well we are cutting out the income tax on military pensions (huzzah, my mom will make an extra 40 bucks a month) so they needed to raise revenue from somewhere.
Whether they are calling themselves Democrats or Republicans Arkansas politicians tend to be ruthlessly pragmatic when it comes to making sure the state doesn't rack up huge deficits.

i think it's a good thing. disincentivize stuff that's bad for you, like cig taxes. also, seems to be in line with how a majority of states treat candy:

Mmmm not quite. Vermont doesn't, but Arkansas is one of the very few states that actually does make a real effort to balance their budget. Other states hmm, haw, and fiddle and fart around but the fact is they balance their budgets by just declaring that certain programs aren't part of the deficit.
Despite being a fairly darn wealthy state, as an example, Illinois is massively in debt every year. But they "balance" their budget by sleight of hand and saying a great many state expenditures don't count towards the budget.
This is what is known, in technical terms, as a lie.
Arkansas actually does try to match their revenues to their expenditures.
Am I saying that we are a paragon of virtue?
No, not really. The fact is that its embedded in the Arkansas DNA at the political level that we are a poor state and we aren't going to get much richer. We can't afford to run up a big debt because if we do then we can't pay it off.
Or, to put it this way, we don't have to worry about maxing out our credit cards, because we are so poor no one offers us credit cards.
It sounds like an insult but because we are so careful with our cash we have one of the lowest per capita government debts in the US.

Having protein bars classified as candy pretty dumb. They are more of a food than potato chips. Of course if they have an unhealthy ingredient (flour) added they are exempt

Texas has what I like to call the California advantage... they have a metric shite ton of revenue coming in. But they are more careful with their money because Texas went through a few oil busts when their revenue dropped faster then a hooker at a blowjob contest.
