I guess it's if the ball is loose. I found this "A ball in player possession is out of bounds if the ball or the player touches anything that is out of bounds other than a game official or another player." from College Football Officiating, LLC.

Interesting so according to the "rules" he was out of bounds by touching the player out of bounds with his back leg. I don't care who it was against I was just curious on the rule.
