Thanks to idiot legislators funding TOPS instead of running a decent government. One of the many reasons I left, paying too much in taxes and getting jack from it.

TOPS is basically a give away to easy to get. Make the academic requirements more rigorous to receive TOPS and you could save the state a lot of money.
