How many years of sustained success/failure does it take to change a program's perception?

Ahhh ... perception management. Companies pay big bucks to find the answer to your question!
I don’t think it’s as much about years as it’s about nature of wins. A single national championship for one team may be as powerful—from an imaging standpoint—as are five conference championships for another team.
For the purpose of answering your question, I’d say five consecutive years of finishing amongst the best (top 10?) in the country would go a long way towards elevating a team’s overall reputation.
Visibility, promotion, and branding are also key factors.
