You are correct the reason why UT would say no is purely financial. There are some at UT who do not want to go to the SEC for cultural reasons but the culture of Austin and UT may be different than Starkville or Fayetteville but it is not much different than Athens.
UT wants to sit and wait for the best deal available and right now that is the Big 12.

finances are reason #2 and always have been, likely always will be.
You came close with "cultural". Texas admin feels it's above the SEC/doesn't like the "football school/conference" tag.
Texas wants to be Cal in the worst way, Herman is fortunate to have been hired while a few certain boosters are still breathing.
