Hot takes:

Express support for rallies and peaceful protest is written into the law. Unless you believe that BLM is inherently violent, they will still be allowed to rally/protest.

Bipartisan support for the bill in both houses, with 85-7 vote in TN House and unanimous(30-0) vote in TN Senate.

Bill encourages contesting ideas that one disagrees with, but not stifling the expression of such ideas.

In fact, I think it could be argued that BLM and such groups would support this law (which may be why it passed so easily) because it could be read to protect them and their "free speech" just as much as it protects the type of speakers most think this is designed to protect. Now, the real question will be how it is enforced.
