College coach's jobs are not to develop you for offenses that they dont even know which one exactly you're going to in the NFL. Their job is to get what they can out of you in college, to win games with you in college. The idea is you want to play to the strength's of your QB.

Mullen had zero clue what offense Dak would go to in the NFL, he wasn't developing him for whatever offense Dallas would run with him because he had no idea where he would go his senior year. Dak's passing ability developed over time so he got to throw the football more and more. Why run your QB on designed plays so much when the risk for injury is so great and they're plenty good enough throwing the ball? Hence more throws for Dak his senior season.
