Someone I know speculated that it might belong to Google. Many people have been pointing fingers at GDOT over it.

Also another speculation is that crackheads had got in there and were trying to burn off the pvc to get to the copper on the inside and it went up.

GDOT says it will take at least several months to rebuild I-85. They will have to repair nearly 700 ft. northbound and southbound.

Looks to me it was stored /stacks over 6' in height, which makes it even worse.
