People keep saying UNC is too big to hit but that hasn't stopped the NCAA from going after the likes of Ohio State and So Cal.
Trust me, I'm no fan of UNC but I don't think branding has to do with it. I just think the NCAA is inefficient and capricious in their investigations.

I'd imagine the cynical answer is that NCAA makes practically all of its money off of the hoops tourney and next to nothing from football. That said, it's been mentioned a couple of times already but nothing final has happened in the UNC case and given the depth of that case it's going to take a metric ton of investigation. It's also a case where accreditation could become an issue and that makes it far more dangerous than any investigation the NCAA has done in a while. At least in theory** UNC has put far more than their athletics programs at risk. The entire university is in danger. NCAA will proceed with extreme caution under such a scenario.
**Note I don't think any accrediting body has the balls to put a major school let alone one as prestigious as UNC on probation although it's theoretically possible and would likely happen if they were a poor no-name college or cash-strapped HBCU facing the same allegations. But in a less corrupt world it would be a possibility for such academic fraud and that aspect has nothing to do with whatever the NCAA might do to them.

Both Ohio State and Southern California got tagged for minor offenses compared to where some of the real bodies are buried.
They hammered Indiana for texting
They hammered Kentucky for a measly thousand bucks
They hammered Kansas for ticket scalping issues
They let UCLA off and Wooden got to retire unscathed
They will let UNC off because it started under Dean Smith and they will not let him burn;
