Is Ole miss an example of small town policing?

They (sec) make a big time example out of this program which isn't exactly close to the top of the sec in order to prove their oversight is needed. But, they turn a blind eye to other more powerful programs who might have an explosive midget for a head coach who would reign down all sorts of terror if investigated?
