I'll cede to your knowledge of the area(s) - I've only visited either for work or vacation. I can say that the tourist part of New Orleans (and the city part) where I worked constantly smelled of piss.

In Nashville as a tourist, I drank too much on music row and don't really recall the aroma in general. I don't remember stink so much as a hefty woman offering to give me a haircut in her room. I woke up in my room, with a haircut. Maybe hypnosis can bring the rest of the evening back...
