Since when is the Vegas bowl a tie for the SEC?

It isn't.
They are filling slots based on APR because not enough teams qualified on record. When they do that, tie-ins go out the window.
Overall lesson - there are too many bowls.

Pac 12 has eight tie ins and only six eligible teams, State is taking one of their bids it seems.
Still some rumblings about the Cactus and Armed Forces Bowls though.
