The biggest change from a structural standpoint is that ALL logs on there rest on the ground, which in turn of course limits the total height. Back when men were men and dinosaurs roamed the Earth and right up to the '99 collapse, each tier was separate. The second tier sat on top of the first tier, the third tier sat on top of the second, and so on. It's way safer now and not just because of the difference in height.
