It does, but if the ball wasn't snatched of the air and made it the WR, that would have been considered a clean play with an incomplete pass likely the result.
The wording of the rule was changed slightly for this year, but it still wasn't in the original intent of the rule as Coley didn't lead with his helmet or make contact above the shoulder early, he hit him in the chest which is what the rules people wants in that situation, who knew a player running at full speed would inflict as much force to the chest as it would to the head when the players collided (sarcasm).

Another thing that is noticeable is the his head snapped forward after contact which means he hit him below the head. If it had truly been helmet to helmet is head would've snapped back.
