Uhh, no, you clearly didn't watch the video.
He did absolutely create the program and handed it over to his boss and then resigned shortly after. He even SHOWED US exactly how it worked. He did a full demonstration of how all the pollsters had to do once all the votes were in and they were on each district final tally page was click on two letters and the 51/49 change immediately took place. It showed it plain as day.
And conveniently, you skipped over the CNN video and HBO documentary which both showed how Gore's votes were going in as negative numbers when the pollsters fed the paper ballots in several districts through the counting machines.
Fraud happened that allowed Bush to win instead of Gore. It's absurd to not consider this significant.

Everybody knows that Lizard People actually run the government anyway, so it's really a waste of time to talk about which votes get counted and which ones don't. They'll be in charge regardless.

He created the program but it was never used. He created the program to show how easy it was. He passed a polygraph that showed that he was not aware of his software ever being used in the election.
