In a conference as popular and well covered as the SEC, there is usually a reason that nobody is talking about a particular team. They aren't expected to be good and usually aren't.

"A dark horse is a little-known person or thing that emerges to prominence, especially in a competition of some sort[1] or a contestant that seems unlikely to succeed.[2]"

In context of being dark horse candidate, his usage of "least likely to actually win" among those considered legitimate contenders is pretty appropriate.
