You have to list these schools based on endowment first, because that's usually how most publications rate these polls. Auburn, Clemson, Florida State, and Virginia Tech are not big money schools. They are in the same fold as Texas Tech, ASU, Mississippi State, and NC State.

Michigan State, and GT have very deep pockets.

Texas A&M is on another level of wealth.

Texas AM is the flagship university of the Texas AM university system in Texas which includes like 11 other campuses.

Uni of Texas is the flagship of the Uni of Texas university system.

The flagship is the main campus in a university system. If two universities are not in the same system, it is not accurate to say one is the flagship in the state but not the other.

Many states only have one university system so this isn't an issue. Generally the largest university that is also one of the oldest is the flagship, at least on the east coast. Sometimes the landgrant ends up being the flagship as well, the flagship got land grant money after being established for several decades. University of Maryland - College Park is an example of this.

California is another one with multiple systems.

I question that. Clemson stadium and facilities are about as good as it gets and this is despite being a much smaller university compared to other large state schools.

i don't thnk endowment money is used on athletics.
