Harvey Updyke moved to Louisiana when he was banished from Alabama by a judge. He was a Texas State Trooper earlier in his life.
Don't blame Louisiana for Harvey Updyke. It wasn't Louisianans standing in line to take pictures with him on January 9, 2012 at the corner of Canal Street and Bourbon.
