From the USGA website. If he grounded his putter there would be no way to be certain the action of grounding the club wasn't what caused the ball to move.

The rule has been there forever. The way it was handled was idiotic. I read that he told a rules official when it happened and he was told no penalty. To be told he would have to go talk to the rules officials again after the round is plain old stupid.

Did we ever get a ruling on who won? What was the low score?

Is DOT in witness protection?
