You vastly overestimate the state of the world. I explain this to my kids all the time. Most of the world doesn't live like us. Most of the world is poverty stricken and poor. There are a few big industrialized nations but even of those only a handful live near the same standard that we do. What we have is very very rare yet even our air traffic control system is 30-40 years old in some cases. There's no way that these companies keep as good track of airplanes as you think they do. Without the USA, there wouldn't even be a GPS.

Fact. I wonder how reliant the Russians and Chinese have become to GPS? Maybe they haven't thrown away all their compasses and sextants.

Not exactly. What I'm talking about has nothing to do with comparing the standard of living of certain foreign countries, or their economic contributions. American technology is supplanting older navigation and communication services around the globe.

Instead, I'm talking about developing and implementing a more advanced technology for tracking and recording the movements of aircraft. This would be available to work anywhere on the planet. It would be supported by the use of satellites and track thousands of movements simultaneously with the ability to alert military and civil controllers by region, and give them instant flight data the way an FDR does. It wouldn't prevent accidents, but would alert controllers to establish communication immediately in emergency situations. It would also track flights to the exact location of impact, if a crash occurs.

Basic technology used in America to move airplanes from point A to point B. is the same used in airspace in most countries. ATC, primary radar, sectional controllers, GPS (or other satellite navigation service), VOR/DME stations, instruments to aid approaches and landings, and control towers. Yes, there are airports in every country that lack some of these resources, but major air carriers aren't servicing them. However, training guidelines and proficiency can vary greatly, from nation to nation and airline to airline.
