re: UNC receives 2nd NOA

From the infractions that have been reported in the NOA those are the only ones that would fit with Vaughn. Those are anwsers can only be answered by the response and NOA. But from looking at other NCAA cases like USM basketball if it was a large portion of the staff or institutionalized you would expect to see atleast a Failure to Monitor or LOIC. But we will see what happens when the it is all released.
