Not if it is a failed drug test. The NCAA suggested language for release (page 12 in this document) is:

“The student-athlete in question was found in violation
of the NCAA eligibility rules and has been declared
ineligible.”

No doubt. It's just odd that there hasn't even been rumors leaked. I'm guessing Saban feels there's a good chance it's a minimal suspension, in the end, since he's letting him practice.

Like I said above, I'm assuming Saban and the AD think Brown's suspension will be minimal. Have there been rumors that Brown had issues with drugs/PEDs before?
