Had a local attorney teach a law class when I was at Ole Miss almost a decade ago. He told us that police officers in Oxford purposely target cars with student parking stickers on them late at night. There is good chance that a person with a student parking sticker is under 21 and being late at night, also drinking. Just wait for a minor violation (no turn signal, cross a line, etc.) and they get a minor in possession with a DUI since you only have to blow a .02 to get a DUI if you're underage.
In my case, I got pulled over for "taking a turn too quickly" when I turned into Taco Bell. I hadn't been drinking, so I was in the clear, but they were clearly looking for DUIs and MIPs.

In any case, Speaks arrest was "suspicion" because they got him before he even started driving. They arrested him as he got in his car. Was he going to drive? Probably. But that also kind of shows you how aggressive the cops in Oxford are towards DUIs. They targeted him and waited for him to enter his car to make an arrest.

I have a thousand stories too about how cops look for students and drunk driving. That's expected.
It's likely a priority for OPD to bust drunk drivers. However, none of that dismisses the fact that it's a bitch for a DUI charge to reach a conviction and it's not any easier in a college town where everyone knows a lawyer.
My freshman roomate in Auburn literally blew a .081. The cop made him sit in the car until he blew a .079 and let him go. It's tough to let someone go once they refuse the breathalyzer or blow considerably over the limit. Cops then have to dredge through the process

how is that different than any city/county police officer who works nights?

yeah, that's the law pretty much everywhere
