It damn sure looks like a rivalry.

rivalry

noun
noun: rivalry; plural noun: rivalries

competition for the same objective or for superiority in the same field.

Since the two schools are in different conferences, they arguably aren't rivals.

It's just a question of word choice. Do they compete for the same recruits? Sure. Is a better term that Texas and A&M are "competitors"?

Are they both trying to "own" Texas? Sure. That's true culturally, educationally on athletically. (And the general attitude you will get is that Texas is arrogant and rather passive about this because they just assume it's a matter of time before the axis goes back to where it is supposed to be with A&M as second fiddle and A&M is champing at the bit to change that assumption.)

They can still do this without maintaining a set number of games every year.
