More likely is that they haven't gotten around to doing an in depth eval and played it conservatively.Most kids go to camps for years and as a result the services "know" them and have info for evals.
I dont think it is unreasonable for a service to still be evaluating guys before SR season and with multiple rankings updates left

straw man argument. Nobody said still evaluating before or during the senior season is unreasonable. If they are still evaluating, then denote it as such. Not using some arbitrary number that is 750 spots different than the other sites.
