One could and certainly do/have used it racially. But, I think when used with tone it is insulting regardless of color when most people use it that way.

The intent is to make one feel inferior. It used to bug the shite out of me when men would use it directed toward me when I was younger, such as "listen up, boy; come here, boy: etc."

If a white man uses that tone toward a younger black man, regardless of intent, most will assume it had racial intent when it is just as likely the man was just being an arse. Either way, stupid to do. Shows immaturity in dealing with frustration and lack of situational awareness.
