Harris has gotten a lot more snaps, but Scarborough seems to be the one that generates the most buzz and at least to me has seemed more explosive in the few touches he's had this year.

I doubt either gets named 'the starter'. Saban usually rotates regularly rotates backs and he'll just return to that pattern. They'll be 1A & 1B with the only difference being someone has to be the first on the field.
