How many teams in the B1G East or SEC West got to 9 wins? The two best divisions in college football and only 5 of 14 teams were able to get to 9 wins.

Yep, and since 1998 only two of those teams has won or even played for a national championship. I'll agree that perhaps "any" was a bit strong, and nine wins is pretty good for some programs. A "pretty good" season from a mediocre program is still mediocre to me.
