Nebraska and Penn state were not perennial top 10 recruiters, they had EXCELLENT coaches. Recruiting stars and classes weren't a thing 20 years ago, the programs that won had more time on tv and the good recruits followed. Nothing like it is now. The top 10 you see in that list are the schools that will always be attractive for recruits.

Penn State finished in the top 10 in recruiting in 94,'95,'96 and '97 and Nebraska was a consistent top 15.
UT was also a recruiting power back then...several top 5 classes in a row.
