How do players talking to agents equate to Gene Stallings "cheating his arse off"?

Stallings wasn't cheating. He was refusing to play ball with the NCAA when they accused one of his players (Antonio Langham) of signing a contract with an agent. Langham denied doing such a thing and Stallings believed him.
Besides, the sanctions were relatively light upon appeal.
